Introduction
The prime purpose of this plan is to provide information, guidance, and an operational structure under which to operate for those in the Paluma Community and District who wish to respond to an emergency / disaster event in the area.
The basis of this plan has been built on emergency responses undertaken during previous disaster events in the area, including the recent 2025 Ingham flood event. The emergency action plan should be reviewed and updated on a yearly basis and following a recent disaster event so that lessons learnt can be incorporated.
For pre-event preparation, refer to Appendix aa. Ideally, pre-event preparation should be undertaken up to 4 days ahead of a likely event.
Structure of the Emergency Action Plan
This action plan is structured into components that can be easily given to any person in the community, wishing to step into a designated role/s, no matter what their background is or what part of the district they are from.
It is arranged as follows:
Part A – Structure of on-ground response team and reporting lines.
Part B – Descriptions of local response team roles and associated responsibilities. Individuals can take on more than one role.
Part C – Appendices containing detailed information to assist persons taking up local response team roles.
Content of the Plan
The action plan does not claim to address every possible scenario that may arise during a disaster response as every disaster is different, and there is always a certain degree of fluidity needed for re-assessment and or re-prioritisation of operations in changing conditions.
It will be the strength and ingenuity of the local response team working together that will always come up with the best solutions at the time for issues as they arise.
The plan is inclusive of scenarios where there may or may not be SES / RFS members present in the village during the disaster.
